In 2009 why were the Tigers dumb & had Fernando Rodney be the Closer instead of Brandon Lyon?

If I remember correctly, Lyon blew a save early in the year and Rodney never did blow a save throughout the year. So I wouldn't say they were dumb. And Lyon did pretty well in his bullpen roll, even if he wasn't the closer.
