Change his conditions upon release from prison?

My boyfriend has been in jail since March, and is supposed to be getting out the first week of July. He lives and is imprisoned in an entirely different state from mine and he has no family or friends there. So far, he's not allowed to leave the state or is county, but he has no future there. Who do I talk to to see if we could change the terms of his five-year probation?
