How do I go about turning a person in for false Police reports?

My oldest sister is off her rocker she is causing all sorts of trouble for everyone. She is just evil. She loves to see what trouble she can cause for everyone. She was living in Sioux City Iowa in an apartment with by herself. And she constantly called her grown son to borrow money. When he finally got a back bone and said NO. She called the cops on him said he was taking her money, abusing her and all sorts of stuff. Then she got kicked out of her place for bothering all the other tenants. So She had to move in with her son and his girl friend. This was in 2009. She called me one evening and was screaming at someone Said he was there and his girlfriend was tearing up the place.But I was talking to my nephews girlfriend on facebook at the time and she was at their own place. Well I had just been on the internet with her son and he was not even in Iowa he was working at a job in Nebraska. And I said well If they are abusing you get out of there. So next thing I knew she was in Arkansas and was moving in with us. Well she brought her cell phone and was calling Iowa everyday for 3 weeks making reports about him beating her, stealing her money, and his girl doing stuff. So he also left the area. And she was with me from September till she attacked me in March and left. She called the cops on me. But I had already beat her to the punch I had called in her attacks on me to Arkansas State Police and to the County and to the town Police where I live. I even called the Salvation Army where she was and turned in my complaint of her abuse. So they made her leave. So in April 2010 she went back to South Dakota where her son was at and it started all over again. She called in complaint of her husband abusing her and her son beating her. Then I find out she has not even seen her husband since June 2005 when he packed his stuff and left because he could not take her abuse. And she has only seen her son 25 minutes from April 2010 until June 2010. Now She called and told me she found out he lives in Lyons Kansas and she turned him in for a robbery in Fort Smith Arkansas. And has turned our sister in for having pets in Kenbridge Virginia. And another sister in Illinois for drinking and driving. When she does not even know if she is drinking.She has not even talked to the sister in Illinois in 6 months. She called a complaint in on my husband for beating me. We have been together for 30 years and he has never hit me. And has turned my son in for beating his wife when it is his wife who is abusive to him.
