Fallout 3 - When does Sentinel Sarah Lyons show up?

In Fallout 3, I went to Rivet City and spoke with Dr. Li about my father before ever going to Chevy Chase or GNR, so when I went to GNR, Lyons wasn't there. My question now is, when will Sarah Lyons show up, if ever?
